You can get to alot of settings from your control panel. In fact most are available there. Then there are lots more hiding and you can get to them by typing a command in the run box... And then there's the BIOS that you enter when you first start your computer.. Those settings depend on the manufacturer of your computer.
Windows Vista has bought more settings out from hiding (like they were in Windows XP) and made them available for people to access.. This has confused people because there are so many settings to choose from..
