How do I resize a picture to send in my email?

I am looking for a free way to resize my photos to send in emails. Can you do it in Windows or do I need another program?

I have windows and use outlook express. When I go to send a picture through the email it automatically asks if I would like to resize it. I always say yes as big pictures take too ling to download. I don't know of any other way sorry.
